A meeting was held on November 21, 2024, under the Ankara TENMAK Presidency. The agenda of the meeting was to determine the sector's fundamental challenges, examine different solutions for the development of the hydrogen sector, and organize stakeholder participation meetings to understand better the situation in Turkey and shape the basis of the action plan. TENMAK coordinator and experts, World Bank representative, representatives from Enerjisa, Kaleseramik, HABAŞ, TÜPRAŞ, Ford Otosan, and Turkish Steel Producers Association attended the meeting. Hydrogen Technologies Board Member Prof. Dr. Bestami Özkaya represented our association at this meeting and shared that the issues discussed came to the fore.
- World Bank officials provided information about IBRD, IDA, IFC, and MIGA funds. They stated that the process of preparing the specifications for the Hydrogen Action Plan had started and that the funding mechanism would be put into effect within this scope. They also stated that the opinions of the Hydrogen Technologies Association would also be considered in the future.
- The opinion was expressed that the incentive mechanism for the industry's decarbonization is lacking. Following the Climate Law, which is expected to enter into force in the coming months, the issue of providing the income obtained with the legal legislation for the Emission Trading System as an incentive for industrialists to decarbonize has been brought to the agenda.
- In 2025, direct and indirect emissions from products exported to the EU within the scope of the Border Carbon Adjustment Mechanism have been declared at the border every 3-month quarter. This process, which started only on a declaration basis, will be taxed as of 2026. There is uncertainty and concern in all sectors on this issue.
- It was emphasized that green hydrogen production is an essential opportunity for SKDM and that studies on pink and white hydrogen are also needed.
- It was asked how much of the financial burden SKDM will bring compared to the investment costs of resources such as Green Hydrogen and GES. The necessity of a feasibility study on this issue was brought to the agenda.
- The participants emphasized the necessity of an incentive mechanism for clean hydrogen investments. It was reported that the presentations made at the meeting will be shared.
- Another issue that needs to be put on the agenda is that there are subsectors and initiatives in addition to hydrogen production. The need analysis on this issue and the structuring of subsectors have been brought to the agenda.
- It was reported that the Stakeholder Participation Survey on the Development of Clean Hydrogen in Turkey was conducted via the address https://tls.tc/65CD5. The results were briefly presented during the meeting. It was stated that the survey results would be shared with participants as soon as possible.
